Town Square Health Names Monroe County's Former Public Health Commissioner as Senior Medical Director
Town Square Health is expanding our clinical leadership and is pleased to welcome Dr. Michael Mendoza as Senior Medical Director. A board-certified family physician with over 20 years of clinical experience, Dr. Mendoza brings a rare combination of frontline practice expertise, public health leadership, and health systems strategy to our growing team.
Dr. Mendoza is widely recognized for his eight-year tenure as Monroe County's Commissioner of Public Health, where he oversaw 283 employees and an $80+ million budget and led the region's response to the COVID-19 pandemic. He has also held executive roles at Trillium Health and Excellus BlueCross BlueShield, giving him deep fluency in both care delivery and reimbursement systems.

Dr. Mendoza holds degrees from the University of Chicago, the University of Illinois–Chicago (MPH), and the University of Rochester Simon Business School (MBA), and completed his residency at UCSF. As a Professor at the University of Rochester in Family Medicine and Public Health Sciences, he has championed team-based, value-driven care — the same model at the heart of Town Square Health's mission.
